The First Amendment to the Constitution begins, “Congress shall make no law respecting an establishment of religion or prohibiting the free exercise thereof.” Historically, it was understood that this meant #1, there would be no national church at the national level, like the Church of England, which was by law established in some of the colonies when America was first settled, and #2, that people would have religious freedom—the state would not interfere with their religious views.
