In 1787, the founding fathers produced the Constitution, A year later, enough states (9 out of the 13) ratified it, so it would go in effect. However, one constant stipulation is that it needed to be amended as soon as possible to include a Bill of Rights. So the founders did create a Bill of Rights in 1791. These were the first ten amendments to our national governing document. And the first of those, the First Amendment, begins: “Congress shall make no law respecting an establishment of religion or prohibiting the free exercise thereof.” Dr. Stephen Mansfield is a best-selling author on historical topics.
